Since 2016, Pingguo County has actively responded to the downward pressure on the domestic and international economies, closely focusing on the "361" project, vigorously promoting supply-side structural reforms, starting from promoting project construction, industrial breakthroughs, investment services, and commerce and logistics, to promote the sustained and healthy development of the county's economy and society.

New breakthroughs in project construction. Pingguo County has earnestly grasped project planning and reserves, and made every effort to promote project construction, forming a project construction pattern of "planning and reserving a batch, attracting investment and introducing a batch, starting construction of a batch, and completing and putting into production a batch." In 2016, the county completed a total of 6.52 billion yuan in investment attraction from outside the region, providing strong support for the stable development of the county's economy.

The effect of industrial breakthroughs is prominent. Pingguo County adheres to the principle of consolidating the foundation and opening up new sources of revenue, vigorously implementing the development strategy of "industrial strong county," continuously optimizing the industrial structure, and making every effort to implement supply-side structural reforms, steadily improving the leading aluminum industry, giving full play to the "leading" role of Chalco Guangxi Branch, and driving a number of enterprises such as Qiangqiang Carbon, Ping Aluminum Group, and Boda Aluminum Magnesium to grow stronger, injecting strong impetus into economic and social development. In 2016, the county's total industrial output value above designated size reached 28 billion yuan, the added value of industries above designated size reached 8.82 billion yuan, there were 50 industrial enterprises above designated size, of which 34 enterprises had an output value of over 100 million yuan, and the contribution rate of industry to economic growth reached 60.6%, remaining the "main engine" for stabilizing the county's economic growth. In addition, 15 million yuan was invested to further improve the infrastructure and park functions of the industrial park, such as road networks, gas supply, and power supply, to gather and accelerate park industries, and the park's incubation role is becoming increasingly prominent. In 2016, the total number of projects entering the county's industrial park reached 101, providing employment for more than 18,000 people, the total industrial output value of the park reached 20.6 billion yuan, and taxes and profits reached 1.2 billion yuan.

Innovative investment service platform. The county focuses on the three key areas of extending the aluminum industry chain to the mid-to-high end, deep processing of characteristic agricultural and sideline products, and bulk commodity logistics, and focuses on attracting investment in projects such as deep processing of aluminum, new materials, and deep processing of agricultural products. Innovative financing methods have been adopted, and Pingtou Company, supply chain finance, financial poverty alleviation, and small loans guarantee platforms have been implemented to amplify the effects of "Huiqi Loan" and order pledge loan businesses, and efforts have been made to help enterprises solve financing problems. In 2016, 15 bridge loans totaling 180 million yuan were provided to enterprises with the help of enterprise cooperation funds, 54 million yuan in financing support was applied for with the help of "Huiqi Loan," and supply chain financial services were provided to enterprises through the county-level investment and financing platform, promoting the resumption of production of 5 enterprises including Baihe Chemical, Mining Company, Xinlu Aluminum, Baote, and Baying Special Ceramics, giving full play to the role of the government-bank-enterprise cooperation platform, and effectively promoting the resumption of production of enterprises.

At the same time, the county fully tapped the potential for increased income and rapidly developed commerce and logistics. Five markets, including the central large market, the Ma Tou market, the Chenglong market, the Taiping farmers' market, and the Bangxu farmers' market, were renovated and upgraded; professional markets such as the automobile market, the Chengdong farmers' market, and the Daling building materials market were completed and put into use; Guangxi Ganjie Agricultural Science and Technology Development Co., Ltd. was introduced to build the Pingguo E-commerce Public Service Center, create an e-commerce entrepreneurship incubation base, expand village-level service stations, expand channels for agricultural product production and sales, and increase the "cake" of fiscal revenue, resulting in a steady increase in the county's fiscal revenue.
